Social Tenant Access to Information Requirements (STAIRs)
Your guide to the Social Tenant Access to Information Requirements (STAIRs)
Ensuring transparency of information for all our customers
What is STAIRs?
STAIRs (Social Tenant Access to Information Requirements) gives social housing tenants the right to access information about how their homes and services are managed.
The new requirements aim to make social housing providers like us more open and transparent. They help customers find information about things such as:
- How decisions are made
- How money is spent
- Repairs and maintenance services
- Policies and plans
- How well services are performing
Sharing this information helps customers better understand how we manage homes and services, and provides more opportunities to hold us to account.
Protecting your information
STAIRs doesn’t replace data protection laws. We’ll continue to follow the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018. This means we’ll always balance being open and transparent with our responsibility to protect people's privacy, confidential information, and security.
Finding information
Much of the information required under STAIRs is already available across our website. To make things easier, we're bringing together links and information into one place so you can quickly find what you're looking for.
We're continuing to add and update information as it becomes available and want to make sure you can easily access the information you have the right to see.
What areas does STAIRs cover?
You can find out everything you need to know about One Manchester through the About Us section of our website:

- View our governance framework on the OML Delegation Framework page

We run frequent customer consultations, including the Customer Scrutiny Panel, whose findings feed directly into our governance structure and decision-making processes. Complaints and maintenance metrics, viewable on our Tenant Satisfaction Measures page, strongly influence the decisions we make.
We also circulate a regular newsletter, an archive of which can be found on our Customer Catch-up page, and we maintain a Customer Voice page detailing the ways we have responded directly to customer feedback.
Service charge revenue is used solely to cover the costs of additional services that benefit residents in blocks and sheltered schemes. These funds directly support services such as cleaning of communal areas, grounds maintenance, lift servicing, communal heating and lighting, and more.
We are committed to delivering Value for Money, reinvesting these funds efficiently to maintain high standards, and keeping charges as stable and affordable as possible. Full details of the services we provide, how we calculate charges, and the annual reconciliation process are available on our Service Charges page.
Our financial statements are contained within our Annual Reports, which can be found on a dedicated webpage.
All customers can find and download their own financial statements via the Customer Portal.
Our Find a home landing page contains a range of information on developments as well as our priorities when planning, constructing, allocating, and managing:

- More on our sustainable estate management processes can be found on the Investing in your homes page
- Our Neighbourhood Services provide customers space to feed back about communal areas
- Find information about housing stock and stock transfer via our About Us page
