Priorities for your neighbourhood
Based on your feedback, we’ve agreed the following priorities to focus on in your area.
We’re also continuing to strengthen our partnerships with Tenants and Residents Associations (TARAs) across Hulme to ensure residents have a strong voice in shaping their neighbourhoods. We attend regular meetings with established groups at Aquarius Centre, Bentley Estate and Loxford Court, and are supporting residents at St Bees to form a new TARA.
Priority 1: Improving safety and security particularly in our high‑rise buildings
We know how important it is that you feel safe in your home. To strengthen safety and security across your homes, we’re taking the following actions:
- We hold monthly meetings with Greater Manchester Police (GMP) and other key partners to review issues, share information and agree joint actions.
- We work closely with our Customer and Community Safety teams to respond quickly to concerns raised by residents.
- We’re completing new door‑entry system upgrades in every high‑rise building.
- This means all residents will benefit from a modern, future‑proofed entry system for both their building and car park.
- These upgrades will help improve security, reduce unauthorised access and give you greater peace of mind.
Priority 2: Improving the look and feel of your environment in Hulme
We know that the appearance and upkeep of your neighbourhood matters and you want to see this improve. We agree, and we’re taking clear steps to improve this:
- We’re currently working on mapping all our green spaces and setting out a new and improved clear, consistent approach for how each area will be maintained.
- We carry out regular neighbourhood inspections, and the dates are available on our website. You’re always welcome to join us.
- We’ll continue to arrange regular clean‑up days to help keep your area tidy and well cared for. Details of these events will be shared on our website and local noticeboards.
Priority 3: Tackling issues with pests in your area
We understand how distressing pest issues can be, and we’re committed to tackling the problem at its source.
- We work closely with Manchester City Council (MCC), who deliver our pest‑control service.
- Some of the issues are linked to external environmental factors, and we’re working with MCC to address these.
- MCC’s Environmental Health team will continue to speak with local businesses to remind them of their responsibilities and ensure they’re managing waste correctly.
- We know this is an ongoing issue, and we’ll continue to monitor it closely, take action where needed and keep you updated on progress.
Priority 4: Tackling homelessness and rough sleeping in Hulme
We know rough sleeping is a concern in Hulme, and residents have told us it’s something they want to see addressed. We’re committed to working with partners to tackle the issue.
- We’ve developed a rough sleeping strategy and are working closely with key agencies, securing injunctions where needed, and coordinating with the rough sleeper team in response to issues raised at several high‑rise blocks.

Using everything you shared with us, we’ve agreed the key priorities for your neighbourhood. Below, you’ll see what you told us and what we’re doing in response.
You said:
"We want to see more of you."
We're doing:
- Based on your feedback and what we’ve learned from our visits, we’ve invested in two additional Neighbourhood Officers to strengthen our presence in your communities.
- The Aquarius Estate now has an extra Neighbourhood Officer, meaning smaller patches and more time spent in your area.
- Shawgreen, Loxford and Bentley areas have also been assigned an additional Neighbourhood Officer to improve support and visibility.
- We hold quarterly Tenant and Resident Meetings for each high‑rise building. These are led by your Neighbourhood Officers and give you the chance to share feedback, raise issues and hear updates. Dates are on your noticeboards and on our website. We’d love you to join us.
- We now carry out Tenancy Experience Visits in your home at least once every two years. This gives us a chance to get to know you, understand your home, and talk about anything you need support with.
- We continue to run Neighbourhood Inspections every two months. During these inspections we walk your neighbourhood, check what needs attention, and record any issues before we next meet. In this plan, you’ll find the dates for your local inspections. You’re always welcome to join us and share what you’d like to see improve.
- You can also speak to us face‑to‑face at our weekly drop‑ins at Aquarius Centre, where a Neighbourhood Officer will be available for a chat.

- We’ll continue to run Neighbourhood Inspections every two months, and we’d love you to join us. Everyone is welcome.
- We’ll continue to improve our green space service in response to your feedback that it isn’t meeting expectations
You said:
"We’re concerned about anti‑social behaviour and want to know what’s being done."
We're doing:
- We’ll continue to take action on anti‑social behaviour in our high‑rise buildings to support your safety and security.
- We’ll keep ASB issues under regular review in Hulme and work closely with partner organisations to respond quickly and effectively.
- We’re partnering with and funding Blunt Truth to support young people at risk of anti‑social or criminal behaviour, with engagement and discretionary activities currently underway in Hulme.
You said:
"There are environmental issues and criminal behaviour on the Shawgreen Estate."
We're doing:
- We’ll continue to work closely with Manchester City Council (MCC) to address these issues and carry out regular joint inspections across the estate. MCC has spoken directly with residents identified through these inspections and issued warnings where needed.
- We’ll organise clean‑up day events to continuously improve the appearance of the estate.
- We continue to work with local councillors, Greater Manchester Police (GMP) and other local housing providers to share information and take coordinated action when issues arise.
- Our Community Safety team has issued tenancy warnings where appropriate, based on information you’ve shared with us and will continue to monitor the situation.

We’re committed to making a real difference in our neighbourhoods. By working closely with local organisations, we support social, environmental and economic wellbeing so everyone has the chance to live well.
This includes funding community projects, creating social value through our contractors, and managing local community spaces that bring people together.

Neighbourhood Inspections
Join us as we walk around your neighbourhood and tell us about any issue you have in your local area you'd like us to address.
At Neighbourhood Inspections, we work with you to keep your neighbourhoods looking good. We assess everything from how our facilities are looking to green space upkeep, ensuring everything is in shipshape. These inspections are for reviewing outdoor areas, so if you have issues in your home, contact us or speak to your Neighbourhood Officer who can let the right team know.
